据项目管理协会（PMI）官网 2016年12月1日报道，美国参议院于11月30日晚间投票，全体一致同意，通过了《项目集管理改进和责任法案》（Program Management Improvement and Accountability Act）。一经奥巴马总统签署，该法案就会正式成为美国的法律。该法案要求联邦政府全面采用项目管理和项目集管理的最佳实践，落实相关责任。
该法案标志着联邦政府项目集管理政策的实质性改革。主要体现在以下四个方面：
1．在联邦政府为项目集经理创建正式的工作职位和职业路径
2．在联邦政府制定基于标准的项目集管理政策
3．在联邦政府机构委任高级官员负责项目集管理政策和战略
4．组建跨机构项目集管理委员会，来交流项目集管理的成功经验
PMI总裁朗马克先生说，这一重要法案必将极大提升联邦政府的工作效率。PMI的调查报告显示，只有64%的政府战略举措实现了预期的目的和意图，政府每在项目和项目集上投资10亿美元就会浪费1.01亿美元。PMI的研究表明，采用项目管理和项目集管理最佳实践，能够显著提高效率、降低浪费，为利益相关方创造更大价值。
相信对从事项目管理工作的同事们来讲，这是一个好消息，至少让我们的项目管理“有法可依、有据可循”。从话语权的角度来讲，我们仍有很长的路要走……
